BIDWELL, OHIO - October 1999: Bill Howard drops wooden stakes among rows of tobacco plants at his farm in Bidwell, Ohio, in October 1999. He hired Mexican migrant workers to help harvest the tobacco. “I never had anything handed to me except a lot of work.
